One thing that could be done is to pressure China into acting. They've fed this guy pretty well over the years. It shouldn't be too hard to make the Chinese understand that their own futures are at stake.

Nothing will ever change in N-Korea as long as KJI and his military regime are in power.
You cannot rationalize with people like that.
They do not care about their population or the state of their country they only care about themselves and his god complex and ego make things even worse.
